Not sure about England, but there are in the States. Just shop companies.

I don’t know whats the age limit but I think you can get your own car insurance.. It might be more expensive but I think you can.. I suggest you can different car insurance and ask them all types of questions, if you haven’t already done that.
If not you might have to get insurance under your parents name until your 18. good luck

I am sure that there are bound to be companies that offer a monthly payment option. The key is to request as many quotes from as many companies as possible!
